A vehicular access route to the site may be established at the discretion of the chief building inspector after consideration of all of the circumstances including, but not limited to, the existing width, load-bearing capability, and composition of all streets proposed to be included in the access route; residential densities; potential interference with pedestrian and bicycle traffic; the presence of effective traffic control; and the general character of the areas through which the proposed access route would pass.
