(a) The purpose of this article is to ensure that alarm systems within the city are maintained or of sufficient quality to adequately serve the purposes for which they are designed, to conserve the resources of the emergency response services of the city and to protect police officers and fire department employees in the course of their duties.
(b) This article governs the burglary, robbery, and fire alarm systems in operation within the corporate limits of the city, provides penalties for violations and establishes a system of administration.
