Sec. 18-1. Power of mayor to declare state of emergency.
   The mayor of the city is hereby authorized to declare a state of emergency during that time of any riot or unlawful assembly by three or more persons acting together by use of force or violence, or if a clear or present danger exists of the use of the force of violence, or during the time of natural disaster or manmade calamity. The mayor is further authorized to request the governor of the state to provide militia forces to help bring under control condition existing within the jurisdiction of the city with which, in his judgement, the law enforcement agencies within this area cannot cope without additional personnel.
