Sec. 16-23. Application requirements.

   Each application for the consideration of an economic development project shall include at a minimum:

      (1)   Project description;

      (2)   Private expenditure requirements;

      (3)   Public infrastructure requirements;

      (4)   Projection of increased assessed value;

      (5)   Projection of sales and use taxes;

      (6)   Economic development assistance needed;

      (7)   Financial capability of developer;

      (8)   Developer resume;

      (9)   Any changes or variances requested to city ordinances;

      (10)   Proof of access to public rights-of-way; and

      (11)   Any street closings or other actions requested of city council.
