(a) The city will consider economic incentives to persons or entities making application to the program in instances where it can be demonstrated that any of the following are likely to result from the program:
(1) Increase in tax revenue for the city, county or other taxing entities in the area can be reasonably expected;
(2) The overall quality of life of the people who live or work in the city or surrounding areas will be improved;
(3) Progress will be made in eliminating unemployment or underemployment and improving the local workforce;
(4) Development and expansion of commerce in the city and county.
(b) Subject to availability of funds or services to be used for this program, the city will consider awarding economic incentives, including, but not limited to, grants of public money or personnel services of the municipality or the implementation of any other economic incentive practices allowed by law for those proposed projects or developments that meet the above criteria.
