This economic development incentive program is intended to promote economic development and stimulate business and commercial development within the city and its extra-territorial jurisdiction, to encourage development and redevelopment in such areas, to diversify the economy of the area, to work towards eliminating unemployment and underemployment and to aid with the expansion of commerce within the state and the local area.
