(a) There shall be a charge for the opening and closing of each grave space in the permanent care cemetery, as set forth in the following schedule:

(b) The entire interment fee prescribed above shall be deposited into the cemetery fund for the operation and maintenance of the cemetery, chapel, and office. The interment fee shall include choice of the use of chapel or canopy for service. If canopy is chosen, the cemetery will supply grass carpet, chairs, and lowering device. The charges prescribed by this section may be adjusted from time to time when it is determined by the city council that the adjustment of such charges should be made in order to ensure the financial stability and efficiency of operations of the permanent care cemetery.
