Sec. 14-20. Establishment; control and supervision.
   There is hereby established a permanent care cemetery of the city, and this section does hereby signify the willingness and intention of the city to act as a permanent trustee for the permanent care and upkeep of certain lots and graves in the burial grounds of the city cemetery.
