Sec. 8-250. Disposition of unclaimed animals.
   (a)   Each dog or cat impounded shall be kept for a minimum of five days, unless earlier redeemed, except according to subsection (b).
   (b)   Each animal wearing an identification tag, or bearing a microchip or identification tattoo shall be kept for a minimum of 15 days, unless earlier redeemed. Immediately upon impounding such a dog or cat, the ACD shall make a reasonable effort to inform the owner or harborer of such animal so impounded of the conditions whereby the animal may be reclaimed, including by mailing a notice of impoundment, and by using any additional reasonable means.
   (c)   The ACD may accept advance deposit of fees payable to redeem or adopt an animal in the event that a required service cannot be performed on an animal until a later date.
   (d)   For a relinquished animal accepted by the ACD, title and sole ownership of the animal by the previous owner ceases and transfers to the city.
   (e)   For an animal past its redemption period, or an animal that has become the property of the city, ACD may place the animal for adoption through a humane organization. Upon the transfer of the animal, title and sole ownership of the animal by the city ceases and transfers to the humane organization.
