(a) Redemption. The owner or person authorized by the owner of any animal impounded under the provisions of this article may redeem, reclaim, and receive possession of such animal upon payment of the applicable fees and proof that the animal is vaccinated. If such person cannot establish such proof, the animal may only be released if vaccinated in accordance with this chapter.
