(a) Unless otherwise excepted in this article, no person shall keep, possess or maintain within the city limits livestock or fowl within 200 feet of any residence or habitation for human beings, other than the residence of the custodian.
(b) It shall be unlawful for any person to keep, possess, or maintain fowl or livestock within the city limits for a commercial purpose. Permitted fowl and livestock shall be kept in a manner consistent with the following:
(1) Fowl: A minimum of 300 square feet of space shall be provided for each fowl.
(2) Livestock: A minimum of 80,000 square feet of fenced grazing pasture shall be provided to each animal unit. Offspring of equine animals may be kept for a period of 18 months, and other livestock for a period of 12 months, after birth before being assigned an animal unit values. For the purposes of this section, an animal unit is determined using the table below:

Exception: Livestock being prepared for transportation or under medical care/observation shall be provided at least 300 square feet of space per head.
(c) The property shall be kept free of accumulated waste, odor and attracted insects. The ACD may revoke any permit provided by this section or set a limitation on allowable pets if a safe, healthy and nuisance-free environment is not maintained.
