Sec. 8-131. Permit for multiple animals.
   (a)   Required. Any person other than a commercial animal establishment, a licensed veterinarian hospital, or a verified animal rescuer that is or intends to be the custodian of more than eight dogs and/or cats over 16 weeks in age at one location must obtain a multiple-animal permit from the ACD. The permit must be renewed annually upon payment of the fee provided in chapter 22.
   (b)   Issuance. The ACD may issue a multiple animal permit upon determination that the condition of the property is in compliance with this article and upon the receipt of the fee set forth in chapter 22. The ACD may deny a permit or renewal of a permit if the applicant has previously been convicted of violations of this article.
