Sec. 8-124. Stray animals.
   It shall be unlawful for any person, without the actual consent of the custodian, to harbor, feed, keep in possession by confinement or otherwise have an animal which does not belong to them unless he has, within 48 hours, notified the ACD. Upon receiving such notice, the ACD may take the animal and deal with it as provided in article IX of this chapter.
