Upon recommendation of the veterinarian providing animal care advice to the ACD that an epidemic exists or is imminent, the ACD is authorized to have animals that are taken into its custody vaccinated under the following conditions:
(1) The vaccination history of the animal is not known to the ACD;
(2) The vaccination history of the animal is known, and the animal is not current on vaccinations recommended related to the epidemic; or
(3) The owner of the animal is not known or is not cooperative with the ACD in determining whether prior vaccinations were administered.
All vaccinations provided under this section must be administered under the direction or supervision of a veterinarian licensed by the state.
