It shall be unlawful for any person to conduct or operate any exhibition, carnival, or circus within the city limits without first obtaining a license to do so from the city manager or his designated representative. Any person conducting or operating an exhibition, carnival or circus, or in any manner connected with or taking part in same, within the city limits without first applying for and obtaining said license shall be guilty of a misdemeanor.
