The city manager shall have the authority to waive a legal duty imposed on a citizen by an ordinance if doing so would be a reasonable accommodation for a disability with regard to a city service, activity, program, or benefit. Such waiver shall only be effective upon the city manager filing a written, signed letter or other document with the city secretary. The city secretary shall keep a record of such documents filed. The city secretary shall promptly forward each such document as they are filed to every member of city council.
