Whoever shall draw off, or allow to run off, into any ground, street, lot or place of the town the contents of any part thereof of any vault, privy, cesspool, drain, sink or cistern; or shall permit the contents of any part thereof of any vault, privy, sink or cesspool to flow therefrom or to rise within two feet of any part of the surface of the ground around, or the contents to become offensive, or neglect to clean out the contents of such privy, vault or cesspool at least once a year or oftener, if so ordered by the Board of Health; or shall cover with dirt any vault, cistern, privy or cesspool until the filthy contents thereof shall have been removed or emptied, unless otherwise as ordered by the Board of Health, shall be guilty of maintaining a nuisance.
