§ 91.21 ACCUMULATION OR BURNING OF GARBAGE, MANURE OR OFFAL.
   Whoever shall pile or deposit any manure, offal, dirt or garbage or any accumulation of any nauseous substance, within the town or upon any open space enclosed within any portion thereof, for a period longer than prescribed by the Board of Health or who shall contribute to the making of any such accumulation, except for the purpose of immediate removal, or shall place or throw any straw, hay or other substance which has been used as bedding for animals upon any street, alley, sidewalk or roof of any building, or whoever shall deposit or burn, or cause to be deposited or burned, in any street or alley of the town which, if open to travel, any straw, hay, paper, wood, boards, boxes, manure or other substance or material without a special permit from the Street Commissioner, Town Marshal or Board of Health, shall be guilty of committing a nuisance.
