Whoever shall, within the town limits, keep or maintain any pen, enclosure, stable, building or yard for swine, cattle, horses or any other animal or fowl in such a filthy condition so as to be offensive to neighbors or passers-by or injurious to public health, or shall deposit any manure upon any street or alley without first supplying a box for the reception of such manure of offal, as described by the Town Marshal or Board of Health, such person shall be deemed guilty of maintaining a nuisance.
