§ 91.15 OBSTRUCTING OR SELLING ON STREETS; EXCEPTIONS.
   It is unlawful for any person or persons to make use of any street, avenue or alley of the town as a standing place for a wagon, truck, trailer, automobile or other vehicle in such a manner so as to in any way obstruct any of the streets, avenues or alleys of the town or to sell from any wagon truck, truck, trailer, automobile or other vehicle, or from any booth, counter or temporary stand, any goods, wares merchandise, produce or any other article whatsoever; provided, however, that at the time of any public picnic, fair or any other community celebration, it shall be lawful for any person to sell goods, wares and merchandise or to conduct a stand for the sale of refreshments on the streets of the town upon obtaining from the Town Council special permission and paying such license as the Town Council shall establish for such purpose.
