§ 91.02 ASSESSMENT OF CLEANUP COSTS AGAINST ABSENT OWNERS.
   (A)   In case any such nuisance shall be in, about or upon any unoccupied lot within the town owned by an unknown, nonresident or a person absent from the town or whom the officers cannot find, the Board of Health, or Sanitary Police Officer, may cause such nuisance to be removed or abated, which shall be done at the expense of the owner.
   (B)   If suit for the recovery of costs for abating such nuisance be not brought against such owner of the property, the Town Council may assess such costs to the property, and such costs shall, as other taxes, be collected.
