From and after the passage of the provisions codified in this section, when any warrant, drawn upon the Town Clerk-Treasurer pursuant to any ordinance or resolution or direction of the Town Council, is presented to the Town Clerk-Treasurer for payment and the same is not paid for want of funds, such warrant, from the time it is so presented until it is called for payment, shall bear interest at the rate of 6% per annum.
