For any sidewalk heretofore or hereafter constructed that shall become broken or otherwise out of repair, or shall need to be wholly relaid or rebuilt, the Marshal shall notify the owner or agent, or the persons, in front of which such repairs may be needed, thereafter to make such repairs within a reasonable time, in writing.
