§ 33.16 RECORDS DECLARED PUBLIC PROPERTY.
   (A)   All records as defined in § 33.15 are hereby declared to be the property of the city.
   (B)   No official or employee of the city has, by virtue of his or her position, any personal or property right to the records, even though he or she may have developed or compiled them.
   (C)   The unauthorized destruction, removal from files or use of the records is prohibited.
