(A) The Commission shall elect its Chairperson and Secretary from among the citizen members. The terms of Chairperson and Secretary shall be for one year with eligibility for reelection.
(B) The Commission shall meet monthly on a date as it shall provide by rule and shall be empowered to hold special meetings as it shall provide by rule. The Commission shall adopt rules as are necessary to the transaction of business and shall keep a record of its proceedings. These records shall be public records.
(C) The Commission shall appoint employees and staff necessary for its work and may contract with city planners and other professional persons for the services that it requires. The expenditures of the Commission exclusive of grants and gifts, shall be within the amounts appropriated for the purpose by the Council.
