(A) This chapter is intended to regulate and restrict the height, number of stories and size of buildings and other structures; size of yards and other open spaces; density of population; and location and use of buildings, structures and land for trade, industry, residence or other purposes; and for those purposes, to divide the municipality into districts of a number, shape and area as may be best suited to carry out these regulations, and within those districts, to regulate and redistrict the erection, construction, reconstruction, alteration, repair or use of buildings, structures and land; and to provide for the administration of those regulations; and to prescribe penalties for the violation of the provisions hereof; and to provide for the enforcement hereof; and declaring an emergency.
(B) In the passage of this chapter, the City Council deems it necessary in order to promote health and the general welfare; to provide adequate light and air; to prevent the overcrowding of land; to facilitate the adequate provision of transportation, water, schools, parks and other public requirements; and to conserve the value of buildings and encourage the most appropriate use of land in accordance with a Comprehensive Plan.
