(A) The possession or consumption, by any person, of intoxicating beverages while entering or inside any city park is unlawful.
(B) If any officer of the city, county or state sees any person violating this section, he or she shall immediately seize the intoxicating beverage, and hold same as evidence until the trial of the accused possessor or consumer, and then dispose of same.
(C) The fact that this section is made to adequately safeguard the general public welfare, health, peace and safety, creates an emergency, and requires this section to become effective immediately upon its passage, and it is accordingly so ordained.
