The license fee for all electronic machines be fixed at $7.50 per annum or fractional part thereof, payable on January 1 of each year, or on the day that they may be installed during any year, and that the certificate issued acknowledging receipt of the payment be not transferable from one machine to another, or from one place of business to another.
