Contracts shall be drawn or approved to form by the City Attorney and certified as to sufficiency of funds by the officer or staff person charged with the responsibility of maintaining the City accounting system or checking for sufficient appropriations. The letting and making of such contracts are hereby vested in the City Commission, which in its discretion shall have the power to reject any or all bids. An individual agreement of employment shall not be deemed a contract requiring an opinion by the City Attorney or certification by the City Clerk.
