All purchases of supplies, materials, service, or equipment, costing $5,000 or over, but less than $7,500 may be made in the open market after obtaining at least three competitive quotes. Quotes shall be solicited by telephone or direct mail request to prospective vendors or through personal contact. The names of each vendor submitting a quotation and the date and amount of each quotation shall be recorded and available for public inspection. The purchase shall be awarded to the lowest and best bidder. A purchase requisition containing the names of the vendors submitting quotes shall be completed. The appropriate finance personnel shall determine that an appropriation has been approved by the City Commission in the annua! budget, or that funds are available through proper fund adjustments. The purchase requisition will then be forwarded to the Purchasing Department for the processing of a purchase order.
