The Superintendent of Public Works shall have general supervision of all City parks, and every mat ter pertaining thereto. Subject to the approval of the City Commission, the City Manager shall have the power to make, alter, and enforce rules and regulations for the maintenance of order, safety, and sanitation in all City parks, and for the protection of trees and other property and the preservation of the natural beauty thereof. Such rules and regulations shall be posted in conspicuous places in said parks. No person shall fail to comply with such rules and regulations.
