(A) The Chief of Police, or an officer assigned such responsibility, upon issuing a bicycle permit shall also issue a permit decal bearing the registration number assigned to the bicycle and the name of the City.
(B) The Chief of Police, or an officer assigned such responsibility, shall cause such permit decal to be firmly attached to the frame of the bicycle for which issued in such position as to be plainly visible.
(C) No person shall remove a permit decal from a bicycle except upon a transfer of ownership or in the event the bicycle is dismantled and no longer operated upon any street in the City.
