§ 51.04 WATER MAINS.
   The water mains of the City shall be under the exclusive control of the Department and no unauthorized person shall disturb, tap, change, obstruct or interfere with them in any manner whatsoever. Extension of, or changes in, the water mains shall be made only by the direction of the City Commission.
