All billings for garbage and rubbish collection charges shall be rendered monthly under the super- vision of the City and the bills shall be due and payable on the date specified in the bill. The bills shall be generated and collected as part of the City utility billing system for water and sewer utilities, with the same conditions and penalties as are assessed for delinquent water and sewer charges.
