No person as owner, lessee, manager, or super- visor of any premises shall permit to accumulate on said premises any garbage except in covered con- tainers which are rodent proof and watertight. The garbage containers shall not exceed the capacity of 30 gallons unless it is an approved polycart or dumpster.
