Any petition or request that the city vacate all or any part of a street, alley, easement, public way, or public grounds shall be accompanied, when presented to the city, by a non-refundable processing fee in the amount set forth in the adopted fee schedule. The petition or request shall be processed according to M.S. § 412.851, as it may be amended from time to time.
