No permit will be issued for the construction of any building, structure, or improvement to or on any land within a subdivision or which is the subject of a conveyance unless the subdivision or conveyance complies with all applicable requirements of this Code and state statutes. Additionally, building permits are not to be issued for properties that are platted as outlots, except essential services.
