Failure to comply with a written order by the Police Chief shall be a violation of this section and, upon conviction thereof, the violator shall be punished by a fine of not to exceed $100. In addition to the payment of the penalty, the Police Chief shall be authorized to apply the appropriate court for an order directing compliance with the provisions of this section with the costs of the action to be assessed against the violator.
