§ 220.02 Duties.
The City Administrator, under the control and direction of the Mayor and the City Council, shall be charged with the following duties:
         1.   Supervise the management and the operation of the city office;
         2.   Supervise the administration of the health, building, streets, water, sewer, engineering, and police departments, the liquor store, and city parks;
         3.   Supervise the method and manner of maintaining city accounts and for collection and payment of money within the limits provided by law and providing for periodic reports to the City Council; and
         4.   Perform all other duties assigned by the Council.
