After a snowfall of two inches or more, all streets in the city shall be cleared of all motor vehicles and parts thereof, for the purpose of snowplowing and/or removal, until all streets are plowed. Any motor vehicle or parts thereof left on any street or boulevard in the city in such way as to impede the performance of the city and/or state snowplow shall be dealt with under the penalty provision of this section.
