It is unlawful for any person to willfully tease, taunt, torment, harass, strike, kick, mutilate, disable, distract, or injure any police canine, or to cause any other person or animal to impede, harass, or interfere with the function of any dog while such animal is being utilized by the Police Department, or any officer or employee thereof, in the performance of any function or duty of said department, of such officer or employee.
