Every household and commercial/industrial establishment must be under contract for at least weekly collection of mixed municipal solid waste by a licensed collector. A household or commercial/industrial establishment may apply to the City Council for an exemption from this requirement if the household or commercial/industrial establishment presents a plan to ensure an environmentally sound alternative.
