Operations and acts performed exclusively for emergency work to preserve the safety, welfare, or public health of the citizens of the city or for emergency work necessary to restore public service or to eliminate a public hazard shall be exempt from the provisions of this chapter. Persons having performed emergency work under this section shall inform the Police Department at the time of the need to initiate the work or if during non-business hours of the city offices than upon resumption of business hours of the city. Any person responsible for the emergency work shall take all reasonable actions to minimize the amount of noise pollution or vibration.
