The City Council finds there exist in the city numerous properties which are substandard in maintenance. Such conditions adversely affect public health and safety and lead to the continuation, extension, and aggravation of urban blight. Adequate protection of public health, safety, and welfare therefore requires the establishment and enforcement of minimum property maintenance standards.
