(a) At such a time as the Mayor and City Council deem it necessary to re-convene a Land Use Strategy Commission in order to refresh the Land Use Strategy, the Mayor shall, subject to confirmation by Council, and in accordance with Section 8(f) of the City Charter, appoint a Land Use Strategy Commission. All of the voting members shall be electors of the City.
(b) The Mayor, the President of Council, and the Chairs of Council's Zoning and Development and Strategic Committees shall be ex officio members who may attend and participate, but shall not vote, at meetings of the Commission.
(c) Upon completion of a Land Use Strategy refresh and its adoption by Council, the Land Use Strategy Commission shall expire until such a time as a new Commission is convened.
