1436.01 DEPOSIT OF BUILDING MATERIALS, TOOLS AND APPLIANCES UPON PUBLIC WAYS.
   (a)    No person shall in any manner use any of the public streets in the City by depositing, storing or maintaining, or causing to be deposited, stored or maintained, building materials, tools or appliances upon the improved or traveled portions thereof, or upon any sidewalk. If there are no sidewalks along any such street, such materials, tools or appliances shall not be deposited or maintained within six feet of the curb line of such street for a longer period than may be reasonably necessary for the unloading and removal thereof. If there are no such curb lines established, then such materials, tools or appliances shall not be deposited or maintained within six feet of the traveled or used portion of such street. However, in cases where, by reason of the proximity to the street of the building upon which such materials, tools or appliances are to be used, it is, in the opinion of the Mayor, necessary to deposit such building materials, tools or appliances upon the street or sidewalk area, the Mayor may, upon application, issue a permit therefor, such permit to designate the part of such street or sidewalk area whereon such materials, tools or appliances may be deposited, and any such deposit shall be in accordance with the permit so issued.
   (b)    No lime or cement mortar or concrete shall be mixed upon any of the streets, alleys or sidewalks of the City except in concrete mixing machines, or in boxes, the bottoms of which are tight and nonleaking. Upon the completion of the work in which such machines or boxes are used, as above provided, the street, sidewalk or alley shall be thoroughly cleaned and all mortar, sand, gravel, refuse matter and materials shall be completely removed, and such machines and boxes shall be taken from the street.
   (c)    Whenever any such public street or sidewalk areas are used as provided in subsection (a) or (b) hereof, the person shall place and keep on such materials, tools, appliances, machines or boxes, from sunset to sunrise, a lighted lantern with red or amber glass, and whenever the space occupied exceeds ten feet in length or breadth, one such lantern shall be placed at each end thereof.
