(a) Purpose. The proliferation of temporary signs is a distraction to the traveling public and creates aesthetic blight and litter that threatens the public's health, safety, and welfare. The purpose of the regulation of temporary signs is to limit the distractions to the traveling public, eliminate the aesthetic blight and litter caused by temporary signs and to allow temporary signs only in the time, place and manner specified by this chapter.
(b) Temporary signs are not allowed on any City property except as specifically authorized and permitted by the City.
(c) Temporary ground signs shall be set back at least two feet from the right-of-way line of any abutting street or from any public sidewalk. Vision clearance shall be maintained.
(d) All temporary signs shall be on-premises signs.
(e) Temporary signs shall have no form of illumination, including flashing, blinking, or rotating lights, no animation, and shall not use reflective materials.
