(a) The officer, upon issuing a bicycle license, shall also issue a license plate decal bearing the number assigned to the bicycle and the name of the City.
(b) The officer or the owner shall cause such license plate decal to be firmly applied to the rear mudguard or frame of the bicycle for which issued, in such a position as to be plainly visible from the rear.
(c) No person shall remove a license plate decal from a bicycle except upon transfer of ownership or in the event the bicycle is permanently dismantled.
(d) Any person who is the owner of a licensed bicycle and who changes their residence within the City must notify the Police Department of the location of their new residence and the number of their license plate decal.
