(a) Any officer of the Police Department, upon receiving a proper application therefor, is authorized to issue a bicycle license, which shall be effective until there is a transfer of ownership of the bicycle.
(b) No officer shall issue a license for any bicycle when they know or has reasonable grounds to believe that the applicant is not the owner or entitled to possession of such bicycle.
(c) The Police Department shall keep a record of the number of each license, the date issued, the name and address of the person to whom issued, a description of the bicycle and the number on the frame, if any, and a record of all license fees collected.
