452.14 PARKING OF COMMERCIAL AND HEAVY VEHICLES.
   (a)   No person who is the owner or driver of any type of vehicle other than a passenger car, noncommercial motor vehicle or recreational vehicle, as defined in Ohio R.C. 4501.01, shall leave such vehicle parked or standing on any street for a period longer than one hour unless such vehicle displays a valid permit issued pursuant to subsection (c) hereof. However, this subsection shall not apply to trucks or trailers used for conveying the necessary tools and materials to premises where labor, using such tools and materials, is to be performed during the actual time of parking such trucks or trailers, or to motor trucks or buses conveying passengers to any public meeting, assembly, church, convention or entertainment during the actual session of any such public meeting, assembly, church, convention or entertainment, or to the actual time during which a motor truck, motor truck tractor trailer or semitrailer is being loaded or unloaded or used to deliver or hoist property or merchandise for completion of delivery.
   (b)   No recreational vehicle or boat shall be parked or left standing on any street or alley in the City longer than three hours during any twenty-four hour period, unless a special permit is given therefor by the Safety Director. A recreational vehicle is a travel trailer, motor home or truck camper, as defined in Ohio R.C. 4501.01.
   (c)   The Mayor, with the consent of a majority of the members of the Safety Committee of Council, may issue a parking permit authorizing a vehicle prohibited by subsection (a) hereof to be parked on the street subject to such terms and conditions as the Mayor and Safety Committee shall determine. A violation of the terms and conditions of such permit shall be deemed a violation of this section.
